Abstract
The utilization of the Regional Revenue and Expenditure Budget (APBD) at Puskesmas Simalingkar for primary healthcare services is mandated to provide promotive, preventive, curative, rehabilitative, and emergency medical services, including supporting services such as laboratory examinations and pharmaceutical services. This study aims to analyze the effectiveness of APBD utilization at Puskesmas in healthcare services. Data collection was conducted through in-depth interviews and observations involving the Head of the Puskesmas, APBD Treasurer, and healthcare service users. The results of this study indicate that the utilization of APBD at Puskesmas Simalingkar has been effective in providing quality and affordable healthcare services for the local community. Despite the relatively smaller allocation of APBD funds compared to those from JKN and BOK, the Puskesmas endeavors to maximize their utilization to meet the healthcare needs of the community. It can be concluded that the utilization of APBD funds at Puskesmas Simalingkar has had a positive impact on improving the quality of healthcare services for the community. The Puskesmas has successfully utilized funds effectively by evaluating each expenditure carefully.

Abstrak
Penggunaan Anggaran Pendapatan dan Belanja Daerah (APBD) di Puskesmas Simalingkar dalam layanan kesehatan tingkat pertama wajib menyediakan pelayanan promotif, preventif, kuratif, rehabilitatif, dan kesehatan darurat medis, termasuk pelayanan penunjang seperti pemeriksaan laboratorium dan pelayanan kefarmasian. Ppenelitian ini bertujuan menganaslisis efektivitas penggunaan APBD di Puskesmas dalam layanan Kesehatan. Pengumpulan data dilakukan melalui wawancara mendalam dan observasi yang terdiri dari Kepala Puskesmas, Bendahara APBD dan pengguna layanan Kesehatan. Hasil penelitian ini menunjukkan bahwa penggunaan APBD di Puskesmas Simalingkar telah efektif dalam menyediakan pelayanan kesehatan yang berkualitas dan terjangkau bagi masyarakat setempat. Meskipun dana APBD yang diterima relatif lebih kecil dibandingkan dengan dana dari JKN dan BOK. Pihak Puskesmas berupaya memanfaatkan secara maksimal untuk memenuhi kebutuhan pelayanan kesehatan masyarakat. Dapat disimpulkan bahwa penggunaan dana APBD di Puskesmas Simalingkar telah memberikan dampak positif dalam meningkatkan kualitas pelayanan kesehatan masyarakat. Puskesmas berhasil memanfaatkan dana secara efektif dengan melakukan evaluasi terhadap setiap pengeluaran.
